Office of the Minister of State for Provincial Affairs and Devolution for Mashonaland Central
The office of the Minister of State is supported by the office of the Secretary for Provincial Affairs and Devolution which is managed through four departments, that is Provincial Coordination; Finance, Administration and Human Resources; Infrastructure Planning and Environmental Management and Economic Affairs and Investment. The office of the Minister of State for Provincial Affairs and Devolution has a staff establishment of fifty-nine.
Our Mission
To lead the entire Provincial Government machinery in the formulation, advocacy, coordination, monitoring, evaluation and implementation of policies, programmes and projects for quality service delivery and socio-economic development.

OVERALL FUNCTIONS
- Provide overall policy direction and guidance to all Ministries, Departments and Agencies in the Province.
- Facilitate coordination between Central Government, Provincial/Metropolitan, District and Local Government Structures to ensure effective implementation of Government policies, plans, programmes and projects in the Province;
- Coordinate and supervise the formulation and implementation of comprehensive socio-economic development plans, projects and programmes that promote Provincial economic growth and stability.
- Facilitate a synergetic relationship between the National Planning Agenda and Provincial/ Metropolitan Plans and Programmes;
- Analyse and evaluate the impact of policy decisions in the Public and Private Sectors in the Province and proffer appropriate recommendations.
- Coordinate the conduct of all State Ceremonies/Occasions and Functions with the necessary dignity and propriety in the Province.
- Coordinate and monitor the implementation of devolution and Decentralization Policy through the respective strategic plans and programmes to ensure that all three tiers of Government services are delivered to the people;
- Develop and implement innovative investment promotion strategies that guarantee both domestic and foreign direct investments into the Province thus guarantying the full exploitation of local endowments leveraging on comparative advantage;
- Develop and implement transformational programmes that promote the industrialization, modernization and digitalization of the Province, whilst ensuring that no one and no place is left behind;
- Facilitate information dissemination to the Public through innovative communication programmes to expose the impact of the Second Republic’s economic policies, interventions, programmes and projects;
- Facilitate and coordinate State events and Provincial functions;
- Monitor and evaluate the implementation of Government programs, policies and projects in the Province.
- Facilitate effective management of Government resources and organizational performance that improves the ease of doing business whilst improving quality of Public Administration.
